NEW👉 PADSA Member Update: Transportation Coordination and System Challenges
PADSA continues active monthly discussions with Keystone and MTM to address several long-standing transportation challenges that directly impact participant attendance and provider operations.
Day and Schedule Changes
Centers report that the current system lacks flexibility for participants who must adjust attendance due to medical appointments, family obligations, or illness. PADSA continues to emphasize that Adult Day Services are designed to accommodate participants’ changing needs within their authorized units. Restrictive scheduling policies and multi-day notice requirements create unnecessary barriers and attendance disruptions. We are advocating for policy alignment that allows same-week transportation adjustments when medically or personally necessary.
Adequacy of Transportation
Multiple providers have reported missed or late rides, extended wait times, and challenges with vehicle availability—particularly in rural or high-demand areas. PADSA is urging MTM and MCOs to evaluate network adequacy, capacity, and service reliability to ensure participants can safely and consistently access center services.
Authorization Issues
Transportation authorizations remain inconsistent and are often disconnected from ADC service authorizations, leading to interruptions in transportation process. PADSA is advocating for improved coordination between ADC and transportation authorizations, increased visibility for centers, and a more streamlined renewal process to prevent lapses in services.
We are continuing to gather data from members to present at our next scheduled meeting. Please share specific examples, denials, or systemic barriers your center has encountered. This feedback strengthens our ability to demonstrate the scope of these issues across Pennsylvania.
